PCTC’s May 2016 column in Pavement Maintenance & Reconstruction Magazine relates the history of development of PCTC and ASTM standards for refined coal tar-based pavement sealant (RTS). Interestingly, Tom Ennis – an employee (retired?) of the City of Austin and the man behind the Coal Tar Free America blog – has posted a comment on the column. PCTC celebrates Mr. Ennis’ right to his own opinion, while wishing he was more careful about the factual bases of his opinions.
